Frazier, AIBD
From 1980 to 1998 Mr.
Frazier was the principal and private owner of Delcon, a
“Development for Construction” engineering, surveying, design and
construction firm in Knoxville, Tennessee. Over the years, the
company had continued success and growth serving the community
including design and construction of residential subdivisions,
commercial developments, multi-family, office parks and In 1998 Mr. Frazier moved to California and for five years was employed as a Senior Project Manager at MacKay & Somps, Inc., engineers and surveyors. His position was directed to full-time overseeing the design and administration of development projects for Richland Communities comprising residential land planning, infrastructure, multi-family, educational, public facilities and commercial developments totaling over $300,000,000.00. In 2003 Mr. Frazier was hired by Morton & Pitalo, Inc., engineers, surveyors and planners as a Senior Project Manager. His primary focus was to oversee the “Westpark” residential development in Roseville, California consisting of 4,000 residential lots, neighborhood commercial and multi-family retirement community. The project was planned, designed, constructed for sale to builders and is now a prominent landmark of the community.
In 2008 Mr. Frazier
joined Roseville Design Group, an established 29 year old
engineering and surveying firm as a Partner and In 2010 Mr. Frazier obtained ownership of RDG and incorporated to form Roseville Design Group, Inc.
Mr. Frazier resides in
Elk Grove, California and is married to Kathy. They have three
daughters – Shelly, Dena and Denise, and proud grandparents of
Ashley, Kevin and Kaitlyn. Vice President - Craig Hamner, P.E. Craig Hamner has more than 35
years experience in civil engineering, surveying and consulting
services.
Mr. Hamner graduated From 1975 to 1980 Mr. Hamner was as Associate Civil Engineer for the State of California, Department of Water Resources in Sacramento, California. As a project manager his duties included the review and approval of sewage treatment plant upgrades, expansions and several reclamation projects. From 1980 to 1990 Mr. Hamner was employed by the City of Sacramento as an Associate Civil Engineer with extensive design experience in water treatment and transportation. As project manager and resident engineer, Mr. Hamner was instrumental in the development of the City’s first water system model and designed the majority of Sacramento’s water distribution and transmission systems associated with new development and capital improvements. From 1990 to 2004 Mr. Hamner was the City Surveyor and Associate Civil Engineer for the City of Folsom, Folsom, California. Duties included review and approval of plans for residential and commercial projects. In addition, as City Surveyor, Mr. Hamner reviewed and approved final maps, parcel maps and other survey documents. Mr. Hamner prepared subdivision agreements and staff reports to the City Council associated with various projects. From 2004 to 2008 Mr. Hamner was a Senior Civil engineer for Wildan Engineering in Sacramento, California. His duties included engineering design focused on water supply and storm water hydrology and public infrastructure. In addition he provided staff augmentation services for local jurisdictions to include Project Engineer, City Surveyor and Assistant City Engineer. Mr. Hamner is a Retired Lieutenant Colonel, US Army, 28 years commissioned services, Branch Corps of Engineers with a secret security clearance valid through 2017. Mr. Hamner resides with his wife in Folsom, California and enjoys music, camping, fishing and computer science.
Vice President - Philip J. Herzer, P.E. (California C52359) Phil has more than 24 years of Civil Engineering
experience in private land development and public works projects in
California. Phil graduated from the University of California, Davis in 1985 with a B.S. in Civil Engineering. His first job was with Bechtel Western Power Corp near Philadelphia, PA. He then worked with the San Francisco Water Department and Muni from 1987 to 1997 representing the City on various projects. Phil then left the public sector and joined Santina & Thompson from 1997 to 2003 followed by Morton & Pitalo from 2003 to 2007, then Ubora Engineering & Planning from 2007 to 2009. During these years in the private sector, Phil
prepared and processed civil improvement plans, designed roadways,
water, storm Phil resides in Rosiville with his wife Joannie,
son Jesse, daughter Maggie, and dog Baylee.
Carlos Reyes has more than 31 years experience in
civil engineering. From 1966 to 1971 Mr. Reyes attended the
University From 1976 to 1985 Mr. Reyes worked as a civil
engineer at various Nicaraguan Government agencies and was the
principal engineer In 1985 Mr. Reyes moved to California and was employed as an assistant engineer at Frost & Lusk, an engineering and surveying firm, where he quality control plan checked subdivision projects around the Sacramento Valley. In 1990 Mr. Reyes was hired by Morton & Pitalo
Inc., an engineering, surveying and planning firm, as an associate
engineer and was later promoted to senior engineer. Mr. Reyes was
the lead civil designer on more than 100 single, multifamily,
commercial and In 2008 Mr. Reyes joined the Roseville Design
Group, an engineering and surveying firm as a Project Manager with
responsibilities Mr. Reyes resides in South Natomas, California, and is married to Maria Cristina. They have two daughters and one son – Cristina, Carlos and Gaby.
